AI research funding could change under a new White House plan that would steer more federal support toward individual scientists, fellowships and artificial intelligence-led discovery rather than traditional university channels.
The issue was flagged by a Coin Bureau post on X, which described a plan to shift funding from universities to individual scientists through fellowships and awards. That summary matches reporting by the Wall Street Journal, which said the approach would shape about $200 billion in annual federal research and development spending.
The policy comes from the White House Office of Science and Technology Policy report, Science: A New Golden Age, published in July 2026 by OSTP Director Michael Kratsios. The report argues that the federal research system should “prioritize the individual scientist” and expand tools such as portable graduate fellowships, early-career independence programs and long-horizon grants.
The White House also released a research priorities memo through Kratsios and Office of Management and Budget Director Russ Vought. According to a White House release, the memo calls for agencies to scale the Genesis Mission as a national AI-for-science initiative and invest in scientific foundation models, high-value datasets, AI-enabled verification infrastructure and autonomous laboratories.
In plain terms, the AI research funding plan would move more money toward people, tools and mission-driven projects. It would still involve universities in many cases, but with less emphasis on institutions as the main funding gatekeepers. The administration says this could reduce paperwork and help researchers move faster.
The positive case is speed. Reuters reported that the administration also announced more than $5 billion in federal commitments for the Genesis Mission, with agencies using AI to study chronic disease, drug discovery and longer-lasting building materials. The National Science Foundation said it would support the White House AI priorities through Genesis Mission work tied to scientific discovery, computing infrastructure and STEM workforce development.
The harder case is oversight. Universities provide compliance systems, peer review support, lab infrastructure and research administration, even when researchers complain about bureaucracy. If AI research funding moves too far away from institutions, agencies may need new systems to track conflicts of interest, research quality, data access and security.
There is also a political risk. The WSJ reported that a proposed OMB rule could give political appointees more power over grants and align research with administration priorities. That could please officials who want clearer national goals, but it may worry researchers who see independent peer review as a guardrail against political pressure.
For AI research funding, the next question is practical rather than ideological. Can the government fund scientists faster and use AI more aggressively without weakening review, accountability and long-term basic research?
